I think this has been transcribed wrongly, as "&c" has been used in the past as a shorthand for "etc", as the ampersand evolved from a ligature of "et", the latin for "and"
Letterlocking itself is great fun, especially since seal stamps and wax are so cheap nowadays. I highly recommend trying it out by sending letters to friends again.
